CPSC Announces New Certificate Guidelines for July 8, 2026

The US Consumer Product Safety Commission (CPSC) has announced new requirements surrounding the electronic filing of Children? Product Certificates (CPCs) and General Certificates of Conformity (GCCs).
Beginning on July 8, 2026, these forms will need to be electronically filed in Customs and Border Protection? ACE tem at the time of entry - not after the fact.
Importers with goods requiring this certification will need to provide it to their Customs broker for electronic submission in the ACE tem prior to arrival. This includes all finished consumer products subject to CPSC mandatory safety standards, rules, or bans, such as children? products requiring a Children? Product Certificate (CPC) and general-use products requiring a General Certificate of Conformity (GCC).
The program will also require importers of regulated products to file several new data elements, including:
?Identification of the finished product;
?Party certifying compliance;
?Each consumer product safety rule to which the finished product has been certified.
?Date and place the finished product was manufactured.
?When and where the finished product was most recently tested for compliance; and
?Contact information for the person maintaining test records.

CPC (Childrens Product Certificate) and GCC (General Certificate of Conformity) are certificates required by the U.S. Consumer Product Safety Commission (CPSC) for products regulated under the Consumer Product Safety Act (CPSA). Which certificate is required deps on whether the product is inted for children (12 years old or younger).

1. Products that require a CPC (Childrens Product Certificate)

A CPC is required for products designed or primarily inted for children 12 years of age or younger. These products must be tested by a CPSC-accepted third-party laboratory before the certificate is issued.
Examples include:
?Childrens toys
?Baby strollers
?Cribs and bassinets
?High chairs
?Baby walkers
?Childrens bicycles
?Childrens helmets
?Pacifiers
?Childrens clothing and sleepwear
?Childrens furniture
?Childrens jewelry
?Childrens backpacks (if inted for children)
?Art supplies marketed to children
?Childrens books (certain physical safety requirements may apply)
?Childrens educational products

2. Products that require a GCC (General Certificate of Conformity)

A GCC is required for general-use consumer products that are subject to a CPSC safety rule but are not childrens products.
Examples include:
?Adult furniture
?Household appliances
?Ladders
?Mattresses
?Bicycle helmets for adults
?Cigarette lighters
?Garage door ers
?Lawn mowers
?Adult bicycles
?Extension cords
?Fireworks (certain consumer fireworks)

Unlike CPC products, a GCC does not always require third-party laboratory testing. Deping on the applicable regulation, manufacturers or importers may rely on reasonable testing programs or first-party testing.

3. Products that generally do NOT require either CPC or GCC

Products not regulated by the CPSC or not subject to a CPSC product safety rule generally do not require either certificate.

Examples include:
?Food
?Drugs
?Cosmetics
?Medical devices
?Motor vehicles
?Most industrial equipment
?Raw materials
?Office supplies (unless covered by a CPSC rule)
?General apparel without drawstrings or other regulated features
